Job Summary and Scope
Direct and oversee the planning, implementation, operation and administration of all generalist and employment-related client and applicant services provided by SRMC's Human Resources Department.
Plan, organize, and direct all aspects of the human resource function for SRMC as follows: Benefits, Compensation, Employee Wellness, Employee Relations, Employment, HR Data Management, Recruitment, Security and Training. Partner with the executive team on Human Resources, Security and common Hospitals issues. Ensure adherence to Hospital and Departmental Policies and Procedures. The delivery of quality service and positive interaction with all customers is critical to the successful fulfillment of assigned accountabilities and functions. Ensure maximum efficiency, cost-effectiveness, compliance with all applicable laws, regulations and policies and consistence with SRMC's overall mission, goals and objectives. Manage and coordinate the activities of a diverse team of professional, technical and support staff.
Essential Functions:
POLICIES AND PROCEDURES - Maintain established departmental policies and procedures, objectives, and quality assurance programs
PROFESSIONAL DEVELOPMENT - Enhance professional growth and development through participation in educational programs, reading current literature, attending in-services, meetings and workshops.
Participate in the development of hospital objectives, human resource philosophy and strategic planning in relation to human resource programs and trends in human resource management
Develop department goals and objectives; oversee establishment and implementation of policies and procedures for department operation.
Design and implements programs, systems, and services that are responsive to the needs, goals, and objectives of SRMC;
ensures organization-wide consistency of application and compliance with all Federal and State employment and compensation laws and guidelines
Direct and manages the daily operations of the department and other areas of responsibility.
Provide direction and leadership to management of human resources strategies, programs and initiatives, personnel policies, procedures and best practices
Develop and recommend department operating budget and ensure that department operates within budget.
Develop standards of performance, evaluate performance, initiate personnel actions or make recommendations for personnel actions as appropriate
Develop, maintain, monitor and improve benchmarks and report card for the Human Resources Department
Prepare periodic reports for administration as required
Participate in allocated hospital meetings and committees as required
Oversee the supervision of personnel, which includes work allocation, training, promotion, enforcement of internal procedures and controls and problem resolution; evaluate performance and makes recommendations for personnel actions; motivate employees to achieve peak productivity and performance
Participate as a member of the Hospital Incident Command Center when assigned either as a drill or as an actual event.
Maintain and update standard work.
Perform miscellaneous job-related duties as assigned.

Required Qualifications
Knowledge of federal and state employment laws and regulations, and public sector employment policies and procedures

Education/Experience
Education:
Bachelor's Degree in Human Resources or related field
Licenses/Certifications
: Preferred certification in Human Resources, PHR
Work Experience:
Five (5) years of Health Care Human Resources experience that can be demonstrated to be applicable to the duties listed in the job description
Preferred Educational/Experience Requirements:
Master’s Degree in Human Resources or related field.
Supervision
Position includes full supervisory responsibilities to include daily work direction responsibilities, approval of absences or overtime and recommendations for hiring, termination, pay changes or job changes.
Conditions of Employment
Must pass a pre-employment criminal background check, reference checks and a post offer drug screen.
Must be employment eligible as verified by the U.S. Dept. of Health and Human Services Office of Inspector General (OIG) and the Government Services Administration (GSA).
