Position Summary:

The HR Compliance Manager helps to implement the strategic vision and plan of the People Services Hub for all of North America and Corporate Offices. The Manager will work with the Centers of Excellence, HR Business Partners, Payroll, Benefits and Talent Acquisition to facilitate effective operations that address current and future business needs. The position will also ensure that the People Services Hub works in compliance with all Federal, State and Local statutes and provides the highest quality of customer service to stakeholders. This position is responsible for leading and managing a staff in a fast-paced, ever-changing, and highly visible environment. 

Primary Responsibilities:

  • Manage HR compliance programs and stays abreast of all applicable legal requirements and government reporting regulations affecting HR activities to ensure compliance with the company’s policies, procedures, and reporting activities.
  • Serve as an internal consultant, promoting the continuous development and awareness of HR professionals with respect to HR compliance programs and provides day-to-day advice and counsel to various HR and business leaders on the impact compliane programs have on employment practices such as the number of hours a minor can work, required breaks, leave requirements and pay practices.
  • Identify, research and report changes in employment  laws and regulations; conduct analysis on the impact of the changes to the organization and make recommendations for successfully executing the required changes to ensure PVH is in compliance;
  • Collaborate with Legal on required compliance changes with Federal, State, and Local guidelines which includes all poster and notification requirements. 
  • Oversee leave of absence function and time away from work of all types, including, but not limited to, short-term disability, long-term disability, paid parental leave, Family Medical leave, unpaid personal leave, military leave, and workers compensation. Ensures HIPAA compliance.
  • Manage medical accommodation process which includes working directly with associcates, HR Business Partners and in some cases Legal.
  • Audit State and Federal documents (I-9’s, W-4, Minor Work Permits etc.) for accuracy and compliance with applicable laws, in addition to meeting Company’s Policy and Procedure requirements. 
  • Provide actionable Metrics/Reporting design to drive overall compliance, process improvement initiatives.
  • Monitor background check compliance.
  • Provide guidance, support, and collaboration to the HR Business Partners on all LOA and accommodation requests.  
  • Attend Internal Audit meetings and prepare necessary case summaries.
  • Identify and plan out staff training needs.
  • Implement and innovate new services and solutions to achieve transformation and drive continuous improvement.
  • Ensure individual and team adherence of strict confidentiality and privacy of associate data.
  • Strategically partner with Payroll, Internal Audit, Legal, and Risk Management to ensure processes are supported and aligned to meet long term company goals and objectives
  • Liaise with governmental agencies as needed as it relates to HR Compliance

Education: Bachelor Degree required

Skills:

  • Strong understanding of HR policies and procedures. 
  • The ability to manage team who will serve as experts in leave administration and accommodation discussion.
  • Excellent written and oral communication skills.  
  • Strong supervisory and leadership skills.
  • Knowledge of Workday system is required.
