SUMMARY
GRCC is inviting applications for the Position of Director of Labor Relations, reporting to the General Counsel. The Director will develop and implement the College's labor relations strategy, provide subject matter expertise, and act as a liaison between the College and various employee groups, including labor unions.
Key responsibilities include negotiating or assisting with negotiations relating to collective bargaining agreements with labor unions at GRCC, preparing or assisting in the preparation of grievance responses, and assisting the General Counsel in ensuring the College's compliance with requirements of labor-related laws and regulations.
Essential Job Functions
Serves as the principal coordinator for labor relations at GRCC.
Remains current on all relevant state, federal and local labor laws, regulations and decisions affecting GRCC and works with the General Counsel to ensure GRCC's compliance with all applicable labor laws and regulations.
Ensures that the College's Policies do not violate or contravene any applicable collective bargaining agreements. Proposes policy changes and new polices or processes as necessary.
Administers or assist in administering the College's collective bargaining agreements, including participating in and/or leading collective bargaining negotiations with labor unions.
Drafts or assist in drafting collective bargaining agreements.
Drafts of assist in drafting memoranda of understanding between GRCC and labor unions.
Investigates and conducts, or assists in conducting, grievance processes and attempting to resolve grievances.
Represents or assists in representing the College in grievance arbitrations.
Assists the General Counsel in preparing for arbitrations.
Facilitates and conducts labor relations training programs.
Represents or assists in representing the College in administrative hearings.
Researches, collects, analyzes and prepares information for negotiations, grievance arbitrations and fact-finding.
Works closely with College leadership and labor unions to find mutually acceptable solutions to labor issues.
Works closely with GRCC's Human Resources Department on various matters, including issues relating to benefits or other labor-related matters.
Prepares internal reports regarding best practices of other colleges and universities regarding labor law compliance.
Prepares internal reports which inform College administration of the status of labor relations and labor law compliance.
Conducts complex workplace investigations at the direction of the General Counsel.
Member of GRCC's Compliance and Ethics Teams.
Supervises the Labor and Equal Opportunity Generalist in all labor-related matters, which may include oversight of grievance investigations and processes, annual evaluation in all aspects pertaining to labor-related responsibilities and providing guidance and support as needed.
Supports the General Counsel relating to investigations, compliance and/or equal opportunity tasks.
Regular attendance during normal scheduled hours is required. Being present is essential for serving customers and performing the essential functions of this position.
Performs other related duties as assigned.
Marginal Job Functions
Serves as a member of GRCC's Employee Behavioral Intervention Team.
Participates in various campus wide initiatives and serves on campus-wide teams as applicable.
JOB SPECIFICATIONS
Education/License
The successful candidate must possess a Master's Degree, Juris Doctorate or equivalent.
National Career Readiness Certificate (NCRC) preferred.
Work Experience
Minimum of 5 years of professional work experience in the field of labor relations.
Must have experience negotiating collective bargaining agreements as the chief or assistant negotiator.
Experience working in the public sector and/or higher education preferred.
