Do you want to shape the future of learning in Shell, work in a highly collaborative, fast moving environment where you can see the impact of your work and have lots of opportunity for personal development? Are you curious and comfortable to get involved in a wide range of learning solutions which improve performance, build skills, and provide a great human experience? If so, this is the place for you!
Learning Solutions aims to be the single provider of the best possible knowledge, content, and learning across Shell. It is a newly created organisation designed to manage the global portfolio of learning content, diagnose, and translate business needs into world-class learning solutions, and to deliver those solutions proximate to the business where needed.
Where you fit in
As a Learning Portfolio Specialist, your mission is to support asset performance through helping individuals learn faster, continuously re-skill and up-skill, and be able to deliver their work safely and sustainably. To do so you will actively leverage the available Shell global learning solutions and signal to the portfolio teams in Learning Solutions when additional learning is required.
What’s the role?
You’ll be part of the Learning Solutions Asset Delivery team for our North-west Europe assets (Pernis and Moerdijk) whose purpose is twofold:
To protect value at the Asset by ensuring that Compliance and Competence Assurance (CCA) content and strategic processes run to expectations, as agreed with local business stakeholders who will oversee day to day management of CCA.
To create value at the Asset by understanding the local business needs and leveraging the global learning solutions portfolios to deliver learning locally. This will include formal and informal Learning and Knowledge Management solutions to support learning in the flow of work.
Scope of work:
Learning focal point for departments Maintenance, Engineering, Technology and HSSE at Pernis and Moerdijk (Total approx. 250 fte)
Collaborate with Asset Management Academy teams to manage the competence development and assurance for relevant (among others, engineering) skillpools.
Help navigate site population through available learning portfolios and programs (graduate programs, Asset Management & Project Academy etc)
Maintain the portfolio of learning solutions for HSSE courses required at Pernis and Moerdijk and work with external vendors and partners to identify, schedule and evaluate training courses.
Proactively engage and manage a complex stakeholder group (internally and externally)
Perform learning needs analysis and define, design and develop fit-for-purpose learning solutions.
Accountabilities:
Deliver strong performance consulting efforts to understand business performance opportunities and apply a structured analysis to determine whether training is the solution.
Interface with the Chemicals Products Learning manager, asset learning team and business leaders/SMEs for new content requests.
Lead or support the development or curation of a learning solution.
Work with advisor colleagues across North-West Europe and Shell globally to ensure consistency and replication of solutions.
Source learning content internally or externally.
Collaborate with subject matter experts and facilitators for content delivery.
Ensure understanding of the national, local and site regulations and standards affecting your population.
In partnership with business stakeholders, you will perform diagnostics and gap assessments of the training and skill needs for the assets.
Work with the central design and development team to create high impact learning content to meet asset needs.
Support the delivery of digital learning platforms, including Workday Learning, digital assessments, and technologies as well as the sharing of useful and insightful data to the business on technical learning competency.
What we need from you
Fluency in Dutch, both verbal and written, is a must. Fluency in English is an advantage.
Strong relevant experience as a Learning or HR professional where you can apply your skills to building capability in the subject area. The ability to ‘cross boundaries’ and build up business knowledge or vice versa learning knowledge credibly and with speed will be critical.
You will have professional learning skills such as familiarity with instructional design theories, practice, and methods; ability to storyboard and communicate vision to customers; project management; ability to create and curate digital material/media; optimal use of learning technologies; strong data analysis skills and evidence led approach to continuous improvement of learning provision.

You have an innate ability to analyse, interpret and present data in a meaningful way that delivers valuable and useful insights to the business.
You have the ability to form solid working relationships with key business stakeholders.
You communicate effectively and enjoy delivering and facilitating learning content as required by the business.
