The Sr Employee Relations Specialist provides advice and counsel to both management and employees on any issues concerning Hospital policies, procedures or practices. Assists in the investigation and resolution of employee problems, issues and concerns to negotiate a win-win outcome for all parties. will ensure the equitable administration of organizational policies and procedures to provide a work environment that prevents the need for external intervention. The position will partner with managers at all levels to deliver high quality services or support which enhance productivity and the quality of work life throughout the hospital.','!*!Minimum Job QualificationsMinimum Education: Bachelor's Degree Minimum years in field previous to employment: Four (4) years of related experience; One (1) year of supervisory experienceMust be proficient in all areas of Employee Relations: personnel case law, court decisions and arbitration, and, in addition, have an understanding of activities and trends at other hospitals in the area of Employee RelationsMust possess a general knowledge of other areas of Human ResourcesProficiency in Microsoft Office Products - word, excel and PowerPointPosition Responsibilities1. Develop and implement programs and services for employees at all levels that proactively address issues of employee morale, changing work environments and enhanced performance expectations 2. Acts as internal consultant to all levels of management and staff on the appropriate administration of human resource policies, practices, and procedures to ensure consistency in application, and identify and pro-actively address organizational trends and employee issues to provide a work environment that prevents the need for external intervention 3. Recognizes the need for modifications to Human Resource policies and procedures, and proposes appropriate changes, including writing and/or re-writing policies and procedures to facilitate approval of senior management 4. Discovers factual information related to defense of Texas Workforce Commission claims, investigating and developing responses and appeals to the Texas Workforce Commission regarding defense against payment of unemployment claims, and representing the hospital at administrative hearings to obtain favorable results 5. Mediates employee problems and Provides structure for informal negotiations which promote a win-win resolution for all parties. Coordinates the formal employee problem resolution procedure to facilitate resolutions including, but not limited to, preparing factual unbiased information for presentation to appropriate parties, convening Executive Panels, and presenting factual information on complaints to panel members at hearings. In addition, the employee problem resolution process as well as employee complaints resolved through informal methods are reviewed by the Senior Employee Relations Specialist for thoroughness, timeliness, and overall effectiveness, in promoting a high quality work life 6. Partners with managers to evaluate the merits and consequences of corrective action to ensure a highly competent workforce. Reviews any discharge action prior to implementation to ensure appropriate application of policy and procedure and consistency with precedents 7.
