Profile

Using independent judgment with minimal supervision, the Talent Acquisition Specialist is responsible for creating and promoting the College’s employment brand, sourcing and attracting candidates through social platforms and professional networks, building a talent pipeline for current and future staffing needs, developing an advertising strategy to ensure a diverse and competent slate of candidates, posting available job openings and scheduling interviews with qualified candidates, ensuring compliance with established legally defensible hiring processes, and aiding in the onboarding process for employees at the College.
Essential Duties and Responsibilities include the following. Related duties may be assigned.
Collaborates with departmental leaders, Finance, and Human Resources to forecast hiring needs during budget cycle. Recommends annual budget associated with anticipated recruiting expenses based on estimated hiring activity.
Collaborates with College leadership to create and enhance the employee branding strategy.
Collaborates with the Diversity, Equity, and Inclusion (DEI) team to ensure that talent acquisition branding content and attraction initiatives align with the College’s Mission/Vision/Values.
Collaborates with the ADA Coordinator to ensure that talent acquisition initiatives are accessible to all members of the intended audience.
Collaborates with Human Resource Business Partners to proactively identify new positions that will be posted, as well as anticipate existing roles that are likely to be vacated and backfilled (eg retirements).
Collaborates with Human Resource Business Partners and departmental Supervisors to update job descriptions that not only reflect the tasks employees in that role will perform, but are also engaging and search engine optimized.
Manages the College’s “Careers” web pages to ensure content is current, easy to navigate, and readily accessible to internal and external job seekers.
Research, recommend, and create or purchase tools that will assist in the development of an effective Talent Network. Routinely identify new sources for active and passive candidate recruiting. Continuously develop networks/partnerships to actively build database/pipeline of candidates. Communicate regularly with members of the College’s talent network to keep them engaged and interested in future career opportunities at RVC. Cultivate leads from Talent Networks to promote job vacancies. Model and represent the RVC employment value proposition.
Organize and represent the company at recruiting events (i.e., career fairs), providing company/job information to build a strong candidate pipeline.
Create advertising strategy that will attract a diverse and qualified slate of candidates. Inspect ROI to ensure advertising spend is being accomplished in a cost-effective manner.
Develop, implement, and revise employee referral program as necessary. Communicates regularly with managers and employees to promote internal opportunities.
Researches and recommends selection tools, assessments, and processes that are valid and reliable.
Creates and/or acquires training procedure manuals related to the selection process, and trains leaders involved as a selection committee member regarding the appropriate, legally defensible, selection process.
Place and update all job postings in various medias including internet/intranet sites and social networks, and with the College’s military, diversity, and community staffing partners.
Mines resume databases and internet for passive talent, inviting qualified individuals to either apply or share with others in their network who may wish to apply.
Provides logistical support to search committee members (e.g. scheduling interviews, scheduling rooms, coordinating technical support, ensuring interview guides are created/returned, etc.).
Inspects returned interview guides for completeness and accuracy. Educates/trains leaders when there are deficiencies.
Creates offer letters, coordinates pre-employment background check process, conducts reference screenings, validates employment history, works with Benefits Specials to schedule medical examination (for positions that require one), and communicates regularly with candidate and hiring supervisor to ensure onboarding process is engaging so that the candidate has a positive new hire experience.
Maintains applicant tracking system, recruiting reports and other staffing administration functions as needed in accordance with legal requirements and RVC records retention policies.
Evaluates program effectiveness through data analysis, surveys, and feedback. Conduct regular follow-up with managers to determine the effectiveness of recruiting efforts.
Maintains knowledge of the latest trends in talent acquisition, and makes recommendations to HR leadership regarding contemporary talent acquisition solutions.
Respond timely to internal and external applicant situations, and applicant requests.
Position may require work responsibilities outside of normal business hours.
Regular attendance is expected.
Qualifications

Minimum Qualifications:
An Associate’s Degree in Business Administration, Human Resource Management, or closely related field required, with four to six years of experience in staffing, preferably in a full cycle talent acquisition role; four or more additional years of recruiting and talent acquisition experience may be substituted for individuals who did not complete a Bachelor’s degree. A Bachelor’s Degree is preferred. Professional certification through organizations such as AIRS, HCI, HRCI, NAPS, and SHRM are highly desirable.
Strong understanding of staffing principles, laws, and procedures and a solid working knowledge of recruitment/employment programs.
Strong customer service, negotiation skills and ability to interact with employees at all levels throughout the company.
Demonstrated knowledge of various recruiting techniques, and experience in online/social media recruiting, mining C.V. databases, and professional networking.
Must possess excellent oral/written communication, marketing, presentation, interviewing and interpersonal skills.
Proven ability to communicate and effectively “sell” an organization’s value proposition.
Self-starter with excellent time management, multi-tasking and organizational skills.
Strong work ethic and sense of integrity, trustworthiness and ability to maintain a high level of confidentiality.
Creative in brainstorming, researching and proposing new ideas and solutions to existing problems.
Strong computer skills, including Microsoft Office (Word, Excel, Outlook), internet, and Applicant Tracking Systems.
