Payroll Technician II
RESPONSIBILITIES & DUTIES:
Independently process a full range of moderately complex payroll and personnel transactions in accordance with laws, rules, regulations, and applicable collective bargaining agreements; select, interpret and apply proper rules and regulations, which may not specifically be covered by precedents or existing CSU, state and governmental guidelines, and use initiative and judgment to analyze information and determine a course of action within the specifications of standard practice and established guidelines. Accurately calculate payments for various pay plans, leaves and separations. Process levies, garnishments, and wage assignment orders; generate and reconcile reports; and organize work to meet strict deadlines. Identify and correct errors to ensure proper issuance of pay. Interpret and execute directives from technical letters, execute Campus Information Retrieval System (CIRS) reports and audit and clear errors in PeopleSoft (Absence Management and Time & Labor Modules). Update and maintain residency status and the Affordable Care Act (ACA) data in applicable systems.
Prepare and review all documents for accuracy, identify and correct any overpayments, coordinate collection activities, reconcile employee work schedules, provide guidance, assistance, and training to campus payroll users. Assist in training of new payroll technicians, answering questions and providing information for performance reviews.

REQUIREMENTS OF POSITION:
A minimum of three years payroll experience preparing and processing payroll personnel documents. Thorough knowledge of the Personnel Information Management System or other employee management system. Thorough knowledge of general office methods, practices, and procedures. Must be able to: select, interpret and apply a wide variety of moderately complex policies, procedures, programs, and applicable state and federal laws, educational codes, and collective bargaining agreements that are not clearly described in available guidelines; organize work, set priorities, and meet critical deadlines; establish and maintain effective working relationships with others; exercise tact, courtesy and good judgment in responding to others; work independently; make sound decisions and recommendations regarding payroll activities; use current computer word processing and spreadsheet software programs, web browsers, electronic calendaring programs, HRIS, and data management systems; ability to audit and reconcile data, accurately enter data and follow oral and written instructions; and ability to perform mathematical calculations and communicate effectively both verbally and in writing.
A background check (including a criminal records check) must be completed satisfactorily before any candidate can be offered a position with the CSU. Failure to satisfactorily complete the background check may affect the application status of applicants or continued employment of current CSU employees who apply for the position.
The person holding this position is considered a 'mandated reporter' under the California Child Abuse and Neglect Reporting Act and is required to comply with the requirements set forth in CSU Executive Order 1083 Revised July 21, 2017 as a condition of employment.
Hiring Salary: $4,500 - $4,800 per month
